Abstract
The Constitutional and Political development of Nigeria from Independence till date has been intertwined with the quest for the promotion and protection of Fundamental Rights in various constitutions. There has been a sustained struggle for the protection of human rights ofindividuals, groups and communities in Nigeria. Fundamental Rights are those aspects of human rights which have been recognized and entrenched in the Constitution. Fundamental Rights are provided for in Chapter IV of the
Constitution of Nigeria, 1999 (as amended). They are also recognized and entrenched in other legal instruments, such as the African Charter on Human and People’s Right to which Nigeria is a signatory to. These Fundamental rights are not privileges in the sense that they could be withdrawn at the whims and caprices of the government of the day. They are rights which the
Executive and Legislature are enjoined to respect and the Judiciary to protect. However, there are instances of violation of these rights. Furthermore, where there are breaches of these rights, the appropriate means to facilitate the enforcement of the victim’s Fundamental Right is important. It is against this background that the Fundamental Rights (Enforcement Procedure) Rules, signed in November 11, 2009 by the then Chief Justice Idris Legbokutigi, was enacted. While these formalistic approaches can easily be mentioned, the same cannot be said of the actual implementation of mechanisms designed to facilitate the realization of basic Fundamental Rights. This is because there is a gulf between pronouncements of respect for Human Rights and their actual implementation. The explanation for this appears to be that there still exists, a number of substantive and procedural obstacles or impediments that not only inhibit the actual implementation of such measures, but preclude the masses in general from
having access to Justice in Nigeria.

CONSTRUCTION OF A HANDHELD EXTENSIBLE BIOMETRIC ATTENDANCE REGISTRATION AND DATA COLLATION DEVICE

Year of Publication

Abstract
In many institutions, business firms and organizations, the collection of attendance data is taken very seriously as the management at these organizations tend to dislike absenteeism, late coming and these organizations seem to sanction the individuals involved. These organizations also hope to encourage punctuality by rewarding people who are perpetually on time. Traditionally, the method of attendance taking used to be done manually using a physical register booklet. This method is prone to manipulation and impersonation. The attendance register could get damaged, stolen or lost. Therefore, several electronic techniques were developed to counter some notable flaws typical with the traditional method. These electronic techniques are not without flaws and drawbacks as well. This project implements a solution that makes use of an electronic technique (Biometric Fingerprint Recognition) for human identification as well as some other novel techniques to battle gaffes present in currently used technologies.

Abstract
This study sought to examine the effect of exchange rate on foreign private capital inflows in Nigeria. The specific objectives were to analyse the effect of exchange rate on foreign private capital inflows in Nigeria; examine influence of exchange rate volatility on foreign private capital inflows in Nigeria; and investigate the effect of domestic interest rate on foreign private capital inflows in Nigeria. The study used secondary time series data covering the period 1981 to 2019. The study adopted the Augmented Dickey-fuller unit root test, Bounds Cointegration test, Granger causality test and Autoregressive Distributed Lag Modeling technique. The findings of this study showed that there exists a unidirectional relationship between exchange rate and foreign private capital inflow. It was discovered that a bi-causal relationship exists between foreign private capital inflow and exchange rate volatility. It was revealed that causality runs from foreign private capital inflow to financial deepening and not vice versa. It was discovered that the effect of exchange rate on foreign capital inflow is mixed. It was revealed that exchange M rate volatility has a positive significant influence on foreign private capital inflows. Thus, the study recommended that the Nigerian monetary authority should come u with policy strategy to curb the volatility of the exchange rate so as to encourage foreign private capital flows into the country. Also, appropriate macroeconomic policies should be put in place to boost the size of the domestic market. An increase the real gross domestic product will stimulate foreign capital inflow into the economy. Finally, a sound financial sector is a basic pre-requisite for assessing the absorptive capacity of the domestic economy to inflow of foreign capital. Therefore, the Nigerian government through the various financial sector regulatory agencies should step up their supervisory role in the sector in order to boost the soundness of the financial sector of the economy
