Abstract
This study presents the design and implementation of a smart, lightweight, federated deep learning system that integrates solar-powered cameras for automated attendance, unauthorized entry prevention and real-time cyber threat detection in academic environments. Using TensorFlow Lite, Python, and a Flask-based web interface, the model achieved high accuracy in facial recognition while maintaining low computational and energy costs. A structured SQLite3 database supported efficient local data handling, while solar energy integration enabled autonomous and sustainable operation. This project validates the potential of combining renewable energy, artificial intelligence, and federated learning to enhance classroom management and IoT security in lowresource settings.

Abstract
The term “Japa Syndrome” has been used to describe the growing attitude or trend of people leaving their home countries, especially from Africa, to re-settle in other parts of the world. This phenomenon is not unique to Africa, as migration has been part of human history for centuries in many regions.¹ For example, the Jewish people experienced large- scale migration long ago, moving from their homeland to different continents and countries. This movement was not random but happened in large movements and also at certain times in history. The effects of such migrations can be seen even today, such as in the ongoing disputes over land between the Jews and Palestinians, a conflict that has led to numerous wars over time, including the most recent outbreak in May 2021, which even attracted the involvement of other Islamic neighboring Countries such as Hezbollah from Lebanon.²

GROWTH RESPONSE OF TWO FRESHWATER MICROALGAE SPECIES TO HYDROGEN PEROXIDE

Hydrogen peroxide is increasingly found in our environment as a byproduct of both natural processes and industrial activities. Its accumulation in our environment has resulted in hydrogen peroxide pollution, altering aquatic ecosystems and inducing oxidative stress in living organisms. This study evaluated the effects of Hydrogen peroxide on two freshwater microalgae specie; Scenedesmus sp. and Chlamydomonas sp. for 14 days under various concentrations (control, 1%, 5%, 10%, 15%, 20%, 25%) of Hydrogen peroxide and absorbance was measured using a visible spectrophotometer at 750nm. Physicochemical parameters such as pH, total dissolved solids (TDS), turbidity, dissolved oxygen and conductivity were analyzed using standard methods. Statistical analysis (two-way ANOVA, paired t-test descriptive statistics) was done using Microsoft Excel. Results showed that Hydrogen peroxide had a dose dependent effect on Scenedesmus and Chlamydomonas. A comparison of the growth response of both microalgae showed that Scenedesmus had a higher tolerance to hydrogen peroxide than Chlamydomonas, recording peak growth and a higher growth at 25% concentration while Chlamydomonas experienced peak growth at 25% concentration but a lower growth compared to Scenedesmus. The results revealed significant differences (p<0.05) in growth and physicochemical parameters studied across concentrations of Hydrogen peroxide except on the growth of Scenedesmus sp

This study examined the impact of youth unemployment on the security and safety of Egor Local Government Area. The study sought to investigate how the high rate of youth unemployment influences insecurity and affects the safety of lives and property within the community. In order to achieve the objectives of the study, four research questions were formulated to guide the research. The design for the study consisted of youths in Egor Local Government Area. A total of fifty (50) questionnaires were administered using a simple random sampling technique to ensure fair representation of respondents within the study area. The research instrument used for data collection was a structured questionnaire designed by the researcher and titled “Impact of Youth Unemployment on Security and Safety Questionnaire in Egor Local Government Aera.” The instrument was validated by experts to ensure its reliability and suitability for the study. The findings of the study among others revealed that youth unemployment significantly contributes to insecurity in Egor Local Government Area, leading to increased cases of crime and threats to the safety of lives and property. The study concluded that addressing youth unemployment through job creation, skill acquisition programmes, and government intervention can help improve security and enhance the overall safety of the community. Appropriate recommendations were therefore made based on the findings

OBAAKENZUA II AND THE DYNAMICS OF POWER IN THE BENIN KINGDOM A HISTORICALANALYSIS OF CONFLICT AND GOVERNANCE (1933-1978)

This study examines the reign of Oba Akenzua II of the Benin Kingdom from 1933 to 1978, analyzing the complex dynamics of power, conflict, and governance during a transformative era in Nigerian history. The forty-five-year reign of Oba Akenzua II spanned critical historical epochs, including British colonial rule, the nationalist struggle for independence, and the turbulent post-independence military and civilian regimes. Utilizing a qualitative historical research methodology, this study relies on a triangulation of primary sources—including colonial administrative records, national archives, contemporary newspaper accounts, and oral testimonies—alongside secondary historical literature. The findings reveal that Oba Akenzua II’s tenure was marked by a continuous negotiation of authority between traditional monarchy and evolving modern state structures. The study critically analyzes key conflicts that defined his reign, most notably the fiscal and political crisis involving the Benin Taxpayers’ Association (BTA) in the 1930s and 1940s, which challenged the financial autonomy of the palace. Furthermore, the analysis highlights the Oba’s strategic navigation of the Native Authority system, his pivotal role in the creation of the Mid-Western Region in 1963, and his adaptability in preserving the cultural sanctity and political relevance of the Benin monarchy amid Western secularization and partisan politics. Ultimately, this study demonstrates that governance under Oba Akenzua II was not a passive survival of an ancient institution, but an active, dynamic recalibration of traditional power that successfully insulated the Benin stool from total political obsolescence in modern Nigeria.

READING CULTURE AND ICT SKILLS AS THE DETERMINANT OF LIBRARY PATRONAGE BY UNDERGRADUATES IN ACADEMIC LIBRARIES

This study investigates the influence of reading culture and ICT skills on library patronage among undergraduates in academic libraries. The purpose of the study is to determine how students’interest in reading, their level of information and communication technology (ICT) competence, and the availability of digital library resources contribute to their frequency and pattern of library use. A descriptive survey design was adopted, and data were collected using a structured questionnaire administered to undergraduate students in [Name of Institution or Faculty]. The data were analyzed using descriptive and inferential statistics. Findings revealed that students with a positive reading culture tend to visit the library more frequently and make greater use of both print and electronic resources. The study also showed that ICT skills significantly enhance students’ ability to navigate online catalogues, access digital materials, and utilize electronic databases, thereby increasing overall library patronage. Furthermore, the availability of ICT facilities and user-friendly technologies within the library was found to positively influence students’ willingness to engage with library services. The study concludes that reading culture and ICT competency are critical determinants of effective library use among undergraduates. It recommends that academic libraries should strengthen reading promotion programs, provide continuous ICT training for students, and improve access to digital resources and technologies to enhance patronage and maximize library relevance in the digital age

LEGAL FRAMEWORK ON EUTHANASIA IN MENTAL DISORDER CASES: A COMPARATIVE STUDY OF NIGERIA AND THE NETHERLANDS

Euthanasia, particularly in mental disorders, represents one of the most ethically complex and legally contested issues in contemporary medical jurisprudence. While physical suffering has long been the focus of end-of-life discussions, the recognition of psychological suffering as a legitimate basis for euthanasia introduces new layers of legal, ethical, and human rights considerations. This research critically examines the legal framework governing euthanasia in mental disorder cases, using a comparative approach between Nigeria and the Netherlands two jurisdictions with significantly divergent legal, cultural, and ethical perspectives. The study analyses the statutory and judicial positions on euthanasia in both countries, paying special attention to the criteria for mental competence, the evaluation of consent in psychiatric contexts, and the protections afforded to vulnerable individuals. In the Netherlands, euthanasia is legally permitted under strict conditions, even for individuals with psychiatric illnesses, provided that rigorous procedural safeguards are met. In contrast, Nigeria maintains a strict prohibition, with euthanasia treated as a criminal offence under both the Criminal Code and Penal Code, and without any provision for mental health-related exceptions. This research employs doctrinal and comparative methodologies, drawing from legal texts, case law, academic commentaries, and international human rights instruments. It identifies the shortcomings of Nigeria’s current legal stance and explores whether the Dutch model offers adaptable insights for humane and rights-based legal reform. The study ultimately argues for a more nuanced legal framework in Nigeria one that balances the sanctity of life with evolving standards of human dignity, mental health rights, and individual autonomy

The project has mainly tackled management of information for the customers and in decision making. Every user of the system will have to log into the system using username and password so that security and authentication will be ensured. Once logged in, a customer can make and order. The system administrator is able to manage customer information and also update records.

AUDIENCE PERCEPTION OF THE USE OF ARTIFICIAL INTELLIGENCE IN PLANNING, CREATING AND DISSEMINATING ADVERTISEMENTS

The study examined the topic “Audience Perception of the Use of Artificial Intelligence in Planning, Creating, and Disseminating Advertisements.” The objectives of the study were to examine the level of audience awareness of AI use in advertising, ascertain the impact of AI in advertising processes, and identify the challenges encountered in its adoption. The study was anchored on Mediamorphosis Theory and Technological Determinism Theory. A survey research design was employed, using a questionnaire to collect responses from a sample size of 302 participants. Findings revealed that the audience demonstrated a high level of awareness regarding the use of artificial intelligence in the advertising process. The study further showed that although AI has made a significant positive impact on advertising, there is a need to improve AI tools so that AI-assisted advertisements are more accurate, engaging, and less robotic. Additionally, concerns were raised about excessive consumer manipulation, lack of human creativity, as well as privacy and data security issues. Based on these findings, the study recommended that advertisers should integrate human creativity with AI capabilities to produce advertisements that are emotionally engaging, contextually relevant, and authentic. Furthermore, clear guidelines should be established to protect consumer data used in AI-driven advertising, with advertisers and technology developers ensuring transparency in how such data is collected, stored, and utilized to foster consumer trust and uphold ethical standards. Finally, the study recommended the development of industry-wide regulations and ethical frameworks to prevent the misuse of AI in manipulating consumer behaviour. Advertisers should adopt responsible AI policies that prioritize user consent, fairness, and respect for consumer autonomy

ATTITUDE OF UNIBEN MASS COMMUNICATION STUDENTS IN BENIN CITY TOWARDS BROADCAST MEDIA REPORTAGE ON THE NELFUND LOAN POLICY

This study investigated UNIBEN Mass Communication students’ attitudes towards broadcast media reportage on the NELFUND loan policy with the objectives of assessing their level of exposure to these reports, examining their perception of report credibility, determining their attitudes towards the coverage, and identifying the factors influencing these attitudes. Anchored on the Theory of Planned Behaviour and Expectancy Theory, the study adopted a survey research design utilizing a stratified sampling technique, which resulted in the successful retrieval and analysis of 255 copies of a structured questionnaire using mean scores against a 2.50 criterion mean. The findings revealed that the students are highly exposed to the coverage through television news, radio updates, and special programmes explaining the application process, and they generally perceive the reportage as credible, accurate, and reliable, maintaining a high level of trust in broadcast media as a source for government loan information. Furthermore, the results indicated that the students hold a positive attitude towards the coverage because it successfully encourages engagement, awareness, and information sharing, with their attitudes being significantly influenced by factors such as media presentation, clarity, accuracy, the responsiveness of NELFUND officials, and motivational framing. The study concluded that broadcast media play a significant role in shaping students’ awareness, perception, and attitudes towards the NELFUND loan policy by serving as an effective channel for public engagement, and it consequently recommended that broadcast stations provide regular, clear, and balanced programming using audience-friendly strategies, that NELFUND officials respond promptly to media enquiries, and that media literacy programmes be introduced to help students critically evaluate media content.
