Abstract
This study examines Intergovernmental Relations (IGR) within the Nigerian federal system, focusing on the interactions among the federal, state, and local governments as a determinant of effective governance. It is premised on the understanding that the health and stability of a federal state depend largely on the quality of relationships among its component units. The study explores how increasing societal complexity and governance demands have encouraged greater integration of governmental functions, resource sharing, and joint policy implementation across levels of government.
Anchored on the provisions of the Constitution of the Federal Republic of Nigeria 1999, particularly sections 2(2) and 3(1), which define Nigeria as a federation comprising 36 states and the Federal Capital Territory, the study highlights the evolving nature of federalism in Nigeria. It observes a gradual shift from strict constitutional autonomy of federating units toward a more centralized and bureaucratic administrative structure driven by national planning and coordination needs.
The study concludes that while enhanced intergovernmental collaboration promotes efficiency and national cohesion, it also raises concerns about the dominance of the central government and the erosion of classical federal principles. It recommends a balanced approach that strengthens cooperation while preserving the autonomy of federating units to ensure effective and sustainable governance in Nigeria.

THE IMPACT OF E-GOVERNANCE ON SERVICE DELIVERY IN THE NIGERIAN PUBLIC SECTOR: A CASE STUDY OF EDO STATE CIVIL SERVICE

This study examined the impact of e-governance on service delivery in the Nigerian public sector: A case study of Edo State Civil Service. The study adopted the survey design using questionnaire as instrument of data collection. The data was analyzed using simple percentage tables. The results revealed that ICT adoption has positively influenced public service delivery in Edo State by promoting greater transparency, enhancing accountability, and reducing opportunities for corruption. The findings also reveal a range of systemic and human-related challenges that hinder the full realization of e-governance benefits. These challenges corroborate previous studies and highlight that while technology provides a strong foundation for reform, its effectiveness depends largely on the institutional environment in which it is deployed. There must also be adequate investment in infrastructure, human capacity, cybersecurity, and change management to support a successful digital transformation. The study recommended that the government of Edo State should prioritize increased funding for e-governance initiatives. Adequate financial investment is necessary to procure modern ICT tools, upgrade existing digital infrastructure, and maintain systems for efficient public service delivery. Reliable internet connectivity is fundamental to the success of e-governance platforms. The government should collaborate with internet service providers to extend high-speed, stable internet access to all government ministries, departments, and agencies (MDAs), including those in rural areas. Training and re-training of civil servants should be institutionalized. Tailored workshops, certifications, and continuous professional development programs are essential to equip public officials with the technical skills required for operating and managing e-governance systems effectively.

The Implementation of electronic health records (EHRs) has gained significance in improving healthcare delivery globally. This study aims to conduct a comparative study on the implementation of EHRs in the private and public sectors for health care delivery in Edo state, Nigeria. The general objective of this study was to assess the role and implementation of electronic health record to selected private and public sector for healthcare delivery in Edo state. The research was to explore the current state of EHR implementation in both sectors, identify the barriers and challenges faced during implementation, and analyze the impact of EHRs on healthcare quality and efficiency in Edo state. A mixed-methods research approach was employed, incorporating quantitative data collection through surveys and qualitative data collection through interviews and focus. The findings of this study will provide valuable insights into the strengths and weaknesses of EHR implementation in the private and public sectors in Edo state and will inform policymakers and healthcare professionals on best practices and strategies to maximize the benefits of EHR adoption for improved healthcare delivery in Edo state, Nigeria. Specifically, it recommended that the selected health institutions both public and private should ensure the availability of finances, adequate staff training in the technical know-how of the technological advancement, also be technical infrastructures and manpower like electronic record managers, ICT support staff and computer medical devices. This research will contribute to the existing literature on EHR in the context private and public health care delivery in Edo state and Nigeria, where few research has been conducted on this topic.

ENDSARS PROTEST AND THE VIOLATION OF HUMAN RIGHTS IN NIGERIA. A CASE STUDY OF DELTA STATE

This study was designed to investigate the violation of human rights and ENDSARS protest in Delta state. The general objective of this study is to examine the violation of human rights and ENDSARS protest using Delta state as a case study. Other objectives include; to ascertain the underlying causes that led to ENDSARS protest in Delta state in particular and Nigeria at large, to ascertain the relationship between human rights abuse and ENDSARS protest in Delta state, to examine the strategies through which ENDSARS protest was executed in Delta state and to determine what extent ENDSARS protest has called for the eradication of corruption in Nigeria. The study adopted the survey research design using the “Taro yamane” formula as the sampling technique. The sample size for this study is four hundred (400) respondents. Questionnaires were administered to the sampled respondents as the instrument for data collection but three hundred and eighty three (383) questionnaires were retrieved. The questionnaires were framed to reflect every aspect of the research question. Data collected from the questionnaire was analyzed using descriptive statistics. Frequency distribution and percentage analysis was used to analyze the research question while an inferential statistics in terms of chi-squared (x2) was used to test the hypotheses raised. The findings of the study shows that the ENDSARS movement is driven by deep discontentment and systemic problems perceived by Nigerian citizens. Surveys show that Nigerians report very low levels of trust in the police and that most of them have paid or have been asked to a bribe to police. Findings also revealed how some police forces have been commercialized to serve the interests of politicians and rich individuals. The protest brought attention to the issue of police brutality in Nigeria on a global scale. The widespread use of social media allowed protesters to share evidence of police misconduct, leading to increased awareness and international condemnation. Findings also revealed that most of the respondents felt that the initial objective of completely addressing police brutality was not fully achieved. The findings of the study suggests that Government need to establish effective and independent oversight mechanisms to monitor police activities. In conclusion, the study provides insights and recommendations that can guide policy makers in making informed decisions on human rights

The research project an assessment of the level of political interference in the implementation of public procurement in public institutions. The objective of this study aimed at assessing the level of political interference in the implementation of Public Procurement process, identifying other factors affecting public procurement implementation in public institutions and suggesting some possible remedies to preventing political interference in public procurement implementation in public institutions. For this study, the survey research design was adopted. The choice of the design was informed by the objectives of the study as outlined in chapter one. This research design provides a quickly efficient and accurate means of assessing information about a population of interest. The population for this study were workers in Civil Service Commission in Edo state, Nigeria. A total of 134 respondents were selected from the population figure out of which the sample size was determined. Public procurement activities suffer from neglect, lack of direction, poor co-ordination, lack of open competition and transparency, differing levels of corruption and most importantly not having a cadre of trained and qualified procurement
specialists, who are competent to conduct and manage such procurements, in a professional, timely and cost-effective manner. Inflexible and bureaucratic systems of procurement contribute to unacceptable contract delays, increased costs, the potential for manipulation of contract awards and lack of fair competition, all of which create the perception in the population at large, that public expenditure is slow, ineffective, expensive and often corrupt

This paper examines the linkage between civil service reforms and human resources development in Nigeria, a case study of Oyo State Civil Service Commission. A descriptive survey method was adopted for this study by taking a sample from a population and generalizing the result on the whole population. The study was designed to analyze civil service and human resource development in the Nigeria civil service with particular emphasis on civil service commission. The results of the study revealed that successive reforms in Nigeria improve administrative and operational performance of the civil service, contribute to efficiency and effectiveness of civil servants and most importantly, Civil service reform has significant impact on human resources in Nigeria. However, the findings revealed that the various reforms did not take adequate care of civil service reward and compensation and Failure of most of the reforms to take care of staff training needs affect the effectiveness of reforms. Nevertheless, it can be concluded that Eradication of excessive political interference, Proper implementation of the provisions of various reforms, and taking care of staff training need in future reforms would enhance effective human resource in Nigerian civil service.

EEFFECT OF MANPOWER TRAINING AND DEVELOPMENT IN EMPLOYEE MORALE IN NIGERIA: A CASE STUDY OF OREDO LOCAL GOVERNMENT AREA, EDO STATE

This study was carried out to examine the effect of manpower training and development in employee morale using Oredo Local Government Area of Edo State as a case study. The study was specifically carried out to determine whether there is a significant relationship between manpower training/development and employee morale, ascertain whether the implementation of manpower training/development programme enhances employees’ job satisfaction, ascertain whether the implementation of manpower training/development programme improves employees commitment and productivity, and find whether there is an adequate implementation of manpower training/development programme in Oredo Local Government Area of Edo State. The survey design was adopted and the simple random sampling techniques were employed in this study. The population size comprise of civil servant of Oredo Local Government Area of Edo State. In determining the sample size, the researcher conveniently selected 57 respondents and 50 were validated. Self-constructed and validated questionnaire was used for data collection. The collected and validated questionnaires were analyzed using frequency tables and mean scores. While the hypotheses were tested using Pearson correlation square statistical tool, SPSS v23. The result of the findings reveals that the implementation of manpowertraining/development programme improves employees commitment and productivity. The study also revealed that there is no adequate implementation of manpower training/development programme in Oredo Local Government Area of Edo State.Therefore, it is recommended that authorities in government should ensure that there is a bearing between manpower training and development with national objectives and policy because this is the only way government could have a pool of competent employees to drive and implement its development policies and programmes. This study investigate the effect of intra-government relations on local government administration in Nigeria, with Oredo and Ovia North East Local Government Area as case study. The investigation was informed by the fact that the management of intergovernmental relations, especially state-local government relations, is among the most contested issues in the 1999 Constitution. The contention is made more complex by the letters of the Constitution which makes the institution of local government, especially its establishments, structure, composition, finance and functions, a residual matter for state government. Applying the
Systems Theory, the study explored the relationship between the state and local government councils, and how this affected the survival, independence, functions and conditions of existence of both tiers in a federal structure that is sub-system dominant. The methodology for the study covers both the primary and secondary sources of data collection. The analysis of primary data, elicited through interviews, was mainly descriptive and qualitative. Content analysis was used in the interpretation of secondary data. On the basis of data presented and analyzed, the following findings were made; the constitutional and legal framework guiding state-local government relations is not only skewed in favour of the state, it completely subjugates the institution of local government to the state government. Secondly, state institutions, agencies and commissions are used by the state government to exercise stringent control over local government functionaries. This study recommends, attitudinal change in the behaviour and conduct of those who operate the institutions of government at both state and local government levels. Both Federal and State governments have to include local government authorities in their programmes that affect rural development. In order words, decisions should not be composed on local Government.

The study investigated the impact of Non-Governmental Organisations (NGOs) in public policy advocacy in Nigeria. To achieve the purpose of the study, four (4) research questions were raised and answered. To achieve the purpose of the study, four (4)research questions were raised and answered. . The sample size for the study was made up of 100 respondents. The data collected was analyzed using frequency count and simple percentage. The study revealed that NGOs have made significant contributions to public policy reforms, particularly in the health sector, where they have actively engagedin advocacy, awareness campaigns, and partnerships with government agencies to improve healthcare delivery and accountability. It was concluded that NGOs havedemonstrated remarkable ef ectiveness in advocacy and policy influence in Nigeria. The study recommended among others that the government should strengthen partnerships with NGOs by creating formal frameworks for consultation and participation in policy formulation, particularly in the health, education, and gender sectors.
