Using a descriptive survey design, data were collected from 120 beneficiaries of the programme and analysed with the Statistical Package for Social Sciences (SPSS). Skill acquisition was a major success, as 87.5 % gained useful vocational, ICT, entrepreneurship skills, and 50 % started their own businesses. Training quality was rated high, with 91.7 % agreeing that content was relevant and 88.3 % affirming the competence of facilitators. However, only 41.7 % confirmed receiving adequate post-training support, indicating weak follow-up mechanisms. The main challenges identified were lack of start-up capital (41.7 %), short training duration (25 %), limited job placement (20.8 %), and low programme awareness (12.5 %). The study concludes that EdoJobs has improved youth employability and self-reliance but remains constrained by funding gaps and inadequate post-training support. Abstract
The study investigated the challenges of implementing e-government initiatives at the local government level in Edo State: A case study of Oredo Local Government Area. The core objective was to identify the major infrastructural, human capital, institutional, and financial barriers hindering the effective adoption and sustainability of digital governance at the grassroots. The research adopted a Descriptive Survey Design and sampled a total of ninety (90) respondents, comprising both local government staff and residents who interact with the council's services. Data were collected using a structured questionnaire and analyzed using frequency counts and simple percentages. The study revealed a significant implementation gap, driven primarily by three key factors: weak infrastructural support (unstable power supply and poor internet access), low human capacity (lack of regular staff training and digital literacy), and inadequate institutional commitment (insufficient budgetary allocation for ICT and weak political will). These factors result in the continued dominance of manual processes, which limit service efficiency and citizen engagement. It was concluded that the successful transition to e-government in Oredo Local Government Area is critically dependent on addressing these foundational structural and behavioral deficiencies. The study recommended, among others, that: the Local Government should prioritize significant and consistent budgetary allocation for ICT infrastructure and maintenance; regular and mandatory ICT training should be organized for all staff; and political leadership must demonstrate sustained commitment to digital initiatives to ensure their success and sustainability.

The instrument used to collect data for the study was a twenty-item self- structured questionnaire. The study was anchored on the Human Capital Theory and the Modernization Theory. The Human Capital Theory posits that investment in people through education, training, and skill development—enhances productivity, innovation, and economic growth. This theory underscores the importance of developing the human resource base within rural communities as a key driver of economic advancement. The Modernization Theory, on the other hand, emphasizes that rural economic development can be achieved through structural transformation, improved infrastructure, and the adoption of modern administrative practices. Together, these theories provide a framework for understanding how local governments can

Abstract
Workplace bullying has emerged as a critical issue affecting employee performance in various sectors, including healthcare. This study examines the prevalence of workplace bullying among healthcare professionals in Benin City, Edo State, Nigeria, and its impact on employee performance. The research employs a quantitative approach, utilizing a structured questionnaire distributed to 365 healthcare employees across public and private healthcare institutions. Data analysis was conducted using descriptive and inferential statistical techniques to determine the extent and consequences of workplace bullying on job performance, morale, and employee retention. The findings reveal that workplace bullying is a widespread issue in the healthcare sector, with verbal abuse, unfair criticism, excessive workload, exclusion, and physical intimidation being the most common forms. The study further establishes that workplace bullying significantly affects employees' ability to perform their tasks effectively, lowers morale, and contributes to high turnover intentions. Additionally, the research indicates that despite the existence of management policies, many employees believe that workplace bullying is inadequately addressed in their institutions. Based on these findings, the study recommends the implementation of stronger anti- bullying policies, enhanced management intervention strategies, and increased employee awareness programs to mitigate the negative effects of workplace bullying.
