Abstract
In a dynamic and highly competitive business environment of the 21 st century, Organizations have continuously made ef orts to search and adopt strategies, techniquesand tools to increase productivity while reducing cost, and boost ef iciencyandef ectiveness. This informs the reason behind organizations increased adoption of ICTinrecent times. Federal Government Colleges is one of many government establishmentstokey into the adoption of technology as a driver of productivity, and by so doing, serves asarole model for several other private establishments. This has created a need to evaluatetheef ect of ICT, on organizational performance and productivity, using Federal Government Girls College Edo State as a case study. To do this, the researcher adopted the surveymethod of research, using members of staf and students as its population of study, 250respondents from the Federal Girls College of Edo State, were selected based on thenon-probability sampling technique. Their opinion was gathered with the use of awell-structured questionnaire and analyzed using the simple percentage technique of dataanalysis. This research therefore concluded that FGGC, Benin City, is e-compliant, haswitnessed several positive changes through its adoption of ICT. However, the studyalsorevealed that computer illiteracy on the part of students and the public was also revealedtobe another factor hampering the ef ective adoption of ICT amongst others. Basedontheabove, it was a recommended that government, while investing in ICT, should make ef ortsto educate the populace on the need for ICT acceptance, and create an enablingenvironment for educating the public on the use of ICT. Government should alsomakeef orts to increase collaboration and partnership with the private sector to ensure widerreach, local penetration and general acceptance of ICT in the country.

Abstract
This study examined the integration and utilization of Information and Communication Technology (ICT) in enhancing service delivery in the Edo State Ministry of Education. The objectives were to determine the availability of ICT facilities, assess their effectiveness in administrative operations, evaluate the impact of ICT adoption on service delivery, identify the challenges hindering ICT integration, and suggest strategies for improvement. A descriptive survey design was adopted, and data were collected from 100 respondents using a structured questionnaire. Descriptive statistics such as mean and percentage were used for data analysis, while Cronbach’s Alpha was employed to test instrument reliability. Findings revealed that ICT facilities such as computers, internet connectivity, and relevant software are fairly available and accessible to staff. ICT tools were found to moderately enhance administrative processes, communication, and data management, thereby improving efficiency and service quality. However, challenges such as inadequate funding, limited training, and resistance to change were identified as major obstacles to full ICT adoption. The study further found that strategies such as regular ICT training, increased funding, establishment of ICT support teams, and improved infrastructure would significantly strengthen ICT-driven service delivery. The study concluded that ICT plays a vital role in promoting transparency, efficiency, and productivity in the Ministry. It recommended
increased government investment in ICT infrastructure, continuous capacity building for staff, and effective monitoring mechanisms to ensure sustainable and efficient ICT utilization in the Edo State Ministry of Education.

Various documents are kept in the form of records. These records provide information on the past and present data of the students. The public institutions cannot perform administrative duties with accurate, timely, sufficient and relevant information. Premised on this observation, the objectives of this study were to understand how the utilization of Information and Communication Technology (ICT) has impacted the management of students’ data creation, storage and retrieval in the University of Benin, and to comprehend the factors that have constrained the application of Information and Communication Technology (ICT) in the management of students’ data. The survey research design was adopted in carrying out the study with administered questionnaires, and chi-square was used to analyze the data
gotten from the field. From this, the researcher deduced that there is a positive relationship between the application of Information and Communication Technology (ICT) and efficient management of students’ data. The university administrators should ensure the utilization of Information and Communication Technology (ICT) in the management of students’ data and measures should be put in place for the training of staff and the availability of computer devices in order to ensure efficiency in the management of students’ data.

THE ROLE OF ICT AS A CHANGE AGENT FOR QUALITY EDUCATION IN TERTIARY INSTITUTIONS DEVELOPMENT IN EDO STAT

This study was carried out to identify the role of ICT as a change agent for quality education in tertiary institutions development in Edo State. The research was carried out as a survey research using relevant literature from journals, magazines, books and the internet. Four research questions were raised and analyzed for the purpose of the study. A random sampling technique was used in selection of two hundred and fifty (250) undergraduate students from 100 level to 600 level which would be randomly selected faculty of Law, Education, Life science, Management Science, and Physical science, 50 students from each of the above-mentioned faculties. The data were collected with questionnaire instrument and analyzed using simple percentage. The result revealed that; computers, smartphones, digital libraries, Google, internet facility, Computer laboratories multimedia projectors, and laptops were predominantly used by tertiary institutions students in Edo state, the use of ICT in tertiary institutions brings about better pedagogy in learning and helps to provide individualized learning, incorporating the use of technological applications allows students to participate in higher-order thinking and improve their performance and information Technology
helps students to expand their knowledge in learning. And factors impeding the usage of ICT in Edo state tertiary institutions are, scarcity of ICT materials for obtaining information, epileptic power supplies, high acquisition and maintenance cost of ICT
equipment, and most likely, Insufficient time to prepare electronic-based materials by lecturers. Based on the results, it was recommended that tertiary institutions should be equipped with modern and advanced technological infrastructure to enable the effective use of appropriate technologies required for teaching and learning programmes, government at all levels should make available adequate funds and resources, particularly for the funding and sustenance of tertiary education, students in tertiary institutions should be encouraged on the use of internet to solve their academic problems and the Government should ensure the constant supply of power to tertiary institutions to aid the use of ICT associated facilities, and in view of the uniqueness of ICT, staff of tertiary institutions should measure up to the demands of new technology for knowledge creation. This study investigated the assessment of the utilization of information and communication technology (ICT) for adult learners in Benin metropolis. Four research questions were raised to guide the study.
A total of Four hundred and Sixty (460) participants were selected from four (4)Adult literacy centers in Benin. They were selected through Sampling technique . The major instrument used for this study was the questionnaire.
The questionnaire was designed and validated by experts in the Department of Adult and Non-Formal Education, University of Benin, Benin City. Data was analyzed using descriptive statistical techniques such as tables, frequencies counts, and simple percentages. Findings of the study revealed that the effective utilization of ICT increases the level of participation of adult learners in the literacy programmes and assists the learners to meet their outlined goals and interests. It was further revealed that the lack of efficient technological instruments is the major factor for the failure other than the success of adult literacy programmes due to their lack of effectiveness. It was recommended that the government can provide incentives and vocational training centers that would help in improving the skills of the adults. Also the government needs to fund adult literacy programmes adequately in order for it to be more effective to the adult learners and also introducing new and updated technological facilities to improve the teaching and learning process.
