THE IMPACT OF E-GOVERNANCE ON SERVICE DELIVERY IN THE NIGERIAN PUBLIC SECTOR: A CASE STUDY OF EDO STATE CIVIL SERVICE

Abstract
This study examined the impact of e-governance on service delivery in the Nigerian public sector: A case study of Edo State Civil Service. The study adopted the survey design using questionnaire as instrument of data collection. The data was analyzed using simple percentage tables. The results revealed that ICT adoption has positively influenced public service delivery in Edo State by promoting greater transparency, enhancing accountability, and reducing opportunities for corruption. The findings also reveal a range of systemic and human-related challenges that hinder the full realization of e-governance benefits. These challenges corroborate previous studies and highlight that while technology provides a strong foundation for reform, its effectiveness depends largely on the institutional environment in which it is deployed. There must also be adequate investment in infrastructure, human capacity, cybersecurity, and change management to support a successful digital transformation. The study recommended that the government of Edo State should prioritize increased funding for e-governance initiatives. Adequate financial investment is necessary to procure modern ICT tools, upgrade existing digital infrastructure, and maintain systems for ef icient public service delivery. Reliable internet connectivity is fundamental to the success of e-governance platforms. The government should collaborate with internet service providers to extend high-speed, stable internet access to all government ministries, departments, and agencies (MDAs), including those in rural areas. Training and re-training of civil servants should be institutionalized. Tailored workshops, certifications, and continuous professional development programs are essential to equip public of icicles with the technical skills required for operating and managing e-governance systems effectively.

Abstract
The study investigated impact of civil service reforms on public sector efficiency in Nigeria: A case study of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025. To achieve the purpose of the study, four (4) research questions were raised and answered. The sample size for the study was made up of 100 respondents. The data collected was analyzed using frequency count and simple percentage. The study revealed that the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025 had a notable impact on capacity development and workforce performance through structured training, re-skilling programmes, and competency-based assessments. It was concluded that the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025 represents a commendable step toward building a dynamic, transparent, and accountable civil service capable of delivering quality services to Nigerians. The study recommended among others that the Federal Government should prioritize building strong institutional frameworks to support the effective implementation of the FCSSIP 2021–2025. This includes enhancing internal monitoring and evaluation systems, enforcing accountability measures, and ensuring that each ministry, department, and agency (MDA) adheres strictly to performance targets and reporting standards.

This research work seek to examine recruitment policy and its effect on manpower development in the civil service: a case study of Edo state civil service. The study made use of questionnaire to obtain data from respondent. Four objectives were raised for the study. The study found that Civil servants perception is used to gauge in Edo State civil Service. Entry level qualifications reveal that the recruitment drive is not discriminatory. Many respondents agree that recruitment process is fair and equitable. It also found that Respondents are divided on their perception on the satisfaction with the system of promotion in the Edo State Civil service. and thus recommend that That the civil service commission should embark on a comprehensive audit and appraisal of workers to identify the gaps in manpower utilization in Edo state civil service

This study assessed in-service training and employee retention in the Edo state civil service, using three selected ministries as case study. The objectives of the study were to examine the extent to which in-service training has enhanced employee retention in the Edo state civil service; investigate the effect of in- service training on employee salaries in the Edo state civil service; to analyze how training has impacted on career progression of civil servants in Edo state civil service. The study adopted the social exchange theory as its theoretical framework of analysis. The survey research design was adopted for the methodology and a five-point likert scale structured questionnaire was the instrument for data collection. Descriptive frequency and percentages was used to present the responses of respondents while the Chi-Square (X 2) and the Pearson's Contingency Coefficient statistical tool were utilized in the analysis of data. The study revealed that the retention of employees in the Edo state civil service is affected by in-service training. It also revealed that in-service training contributes to improved work culture in the Edo state civil service. Based on these findings, it was recommended that the personnel management of the Edo state civil service should conduct regular needs assessment to identify training gaps and employee development priorities within the organization. Management should provide a variety of training options, including workshops, seminars, online courses, and on-the-job training, to cater to different learning styles and preference

The study examined the role of motivation in enhancing job performance using Edo State Civil Service as a case study. It also identified the motivational strategies that exist in Edo State Civil Service. In addition, the degree of implementation of these motivational strategies in Edo State Civil Service was examined as well as the effectiveness of the identified motivational strategies on the productivity of the Civil Servants in Edo State. The research was a descriptive study that adopted a cross-sectional survey design. The study focus on motivation as a tool for productivity in the Nigerian Civil Service: A Case Study of Edo Civil Service. The finding of the study revealed that job satisfaction level of staffs of Edo State civil Service is affected or determined by a number of factors -which include wages and salary, pension and gratuity, promotion work environment and the work condition. The study also revealed that the Edo State Civil Service motivational strategies like prompt payment of salary and granting of housing and car loans are poorly implemented. The study posits that the morale and initiatives of the Edo State Civil Servants is dampened due to the improper implementation of these motivational strategies which may not at all times be disconnected from politics of favoritism and nepotism. The study concluded that employers should be able to help employees see that the organization can help them satisfy their needs and utilize their potentials to contribute to the achievement of the organizational goals. Workers are affected by different needs at different times; this means that individual worker is motivated differently. Also, those human needs could be interdependent and overlapping. The government should Endeavour to integrate goals of the organization with those of its employees and continue to adopt the supportive management technique.

This study examined the Effective method of communication in Nigeria civilservice: A case study of university Benin. Effective communication is a vital component of a well-functioning civil service, particularly in a diverse and complex country like Nigeria. Thisstudy investigatesthe communication dynamics within the Nigeria civil service, identifying the strengths, weaknesses, opportunities, and threats of the current communication framework. A mixed-methods approach, combining surveys, interviews, and focus group discussions, was employed to gather data from civil servants across various ministries, departments, and agencies (MDAs). The findings reveal that while there are some positive communication practices in place, significant challenges persist, including inadequate feedback mechanisms, limited access to information, and a prevalent culture of silence. To address these challenges, the study proposes a holistic communication framework that incorporates modern communication technologies, regular feedback mechanisms, and a culture of openness and transparency. The proposed framework has the potential to enhance the efficiency, effectiveness, and accountability of the Nigeria civil service, ultimately contributing to better governance and service delivery.
