EFFECT OF RURAL POVERTY ON TAX COMPLIANCE IN OGBESE COMMUNITY IN OVIA NORTH EAST LOCAL GOVERNMENT AREA OF EDO STATE

Abstract
The study investigated the effect of rural poverty on tax compliance in Ogbese community in Ovia North East Local Government Area of Edo State. To achieve the purpose of the study, four (4) research questions were raised and answered. To achieve the purpose of the study, four (4) research questions were raised and answered. The sample size for the study was made up of 100 respondents. The data collected was analyzed using frequency count and simple percentage. The study revealed that rural poverty, low household income, and unemployment significantly hinder tax compliance among residents in Ogbese community. It was concluded that economic hardship reduces individuals’ ability and willingness to meet their tax obligations. The study recommended among others that government agencies should implement regular tax education campaigns in rural communities to improve residents’ understanding of tax obligations, benefits, and procedures. This can include workshops, community meetings, and use of local media.

Abstract
The political, economic and social development of any country depends on the amount of revenue generated for the provision of infrastructure in that given country. However, one means of generating the amount of revenue for providing the needed infrastructure is through a well- structured tax system. Tax is a major player in every society of the world. The tax system is an opportunity for government to collect additional revenue needed in discharging its pressing obligations sustainable development. In the study methodology, the study adopts the survey research design, population of this study consist of the total population of Delta State. Which is estimated at 3,233,366 according to the 2006 population census. The sampling technique used for this study is the simple and convenient sampling technique. Also, questionnaire was used as an instrument of data collection, while the techniques of data analysis was the simple percentage analytical method. The study found amongst others that tax payers in Isoko South local government area are very willing to compliance to pay tax if they can visible see and witness massive infrastructural development in the local government area. It was also discovered that a good tax administrative system will bring about massive development in terms of fostering increase in the internally generated revenue profile of the local government area. The study also found out that tax remission centres in Isoko South local government area should be decentralize in order to allow for easy payment of tax by tax payers. Furthermore, policy recommendations were adopted which include amongst others the following; the local government in Isoko South should continue to implement infrastructural development like construction of roads, markets, schools, hospitals etc so as to enable tax payers pay their taxes knowing fulfil well that their money in being put to judicious purposes. Also, effective tax policies like property tax and personal income tax be given some consideration in terms of its adoption in the local government area (Isoko South)

The study examined From the data collected and analyzed from the field, the study concludes amongst others that, the study discovered that there exists a relationship between relationship between Local government administration and economic development in Egor local government area. Also, it was revealed that Relationship between local government administration and economic development programmes and policies in Egor local government area. The study also discovered that there exists a relationship between Local government administration challenges and economic development in Egor local government area. The findings of the study have provided vital information about the the effect of local government administration in economic development taking Egor local government area as a focus. It is based on the findings of this study that the following recommendations were made: The local government administration in Ndokwa local government should engage deliberately in plans and programs targeted at economic development and also harness the natural resources available. The local administration should engage in rigorous staff training and development aimed at equipping its staff with the necessary training needed for them to be more productive and achieve economic development.

This study examines the relationship between local government autonomy and socioeconomic development in Nigeria, using Oredo Local Government Area of Edo State as a case study. The research emphasis the vital role of local governments in promoting grassroots development. Despite this, local governments in Nigeria have often been constrained by excessive interference from higher tiers of government, particularly in financial, administrative, and political matters. Such interference has weakened their capacity to function effectively and to implement developmental programs tailored to local needs. This study adopts a descriptive survey research design to assess the extent to which local government autonomy influences socioeconomic development in Oredo Local Government Area. The findings reveal that granting full financial, administrative, and political autonomy to local governments is crucial for enhancing service delivery and achieving sustainable development. The conclusion drawn by this research is that genuine local government autonomy is important and of necessity for effective grassroots governance and recommends that both federal and state governments should provide the necessary constitutional and institutional support to ensure full autonomy for local governments across Nigeria as this would enhance socio economic development at the grassroots and the country as a whole.

STAFF TRAINING AND EMPLOYEES PRODUCTIVITY: A CASE STUDY OF EDO STATE CIVIL SERVICE

This study examined the impact of staff training on employee’s productivity in Edo State Civil Service. The main objective of the study was to examine the relationship between government training policies and employee’s productivity in Edo State civil service. This research study utilized the primary and secondary sources of data collection. The primary source of data collection consists of information specifically gathered through personal observations, interviews, and responses to a well-structured questionnaire. While the secondary source was drawn from existing literatures, both published and unpublished, relevant to the topic, which includes textbooks, journals, newspapers, and international financial publications related to development. The data collected were presented in a tabular form with focus on the major research questions in other to enable the researcher determine the results. The data collected was analyzed using simple percentage analysis. Findings from the study revealed that there was significant relationship between staff training and employee’s productivity in Edo State civil service; there was significant relationship between government training policies and employee’s productivity in Edo State civil service; and there was significant relationship between career development training and employee’s productivity in Edo State civil service. The study recommended that the civil service should conduct regular assessments to identify specific training needs and skill gaps among its employees. This analysis should involve feedback from staff and managers in order to tailor training programs effectively; and that the civil service should develop a range of training programs that cater for different levels of expertise and areas of specialization. These should include orientation for new employees, technical skills enhancement, leadership development, and soft skills training.

This study was designed to examine the work-life balance and its impact on employee performance in Edo State Civil Service (2011– 2021). The objectives of the study include the following: To examine if work flexibility affects the organizational productivity in Edo state civil service, to investigate if employer/employee relationship have any effect on increased productivity in Edo State civil service, to examine the influence of work environment on organizational productivity in Edo State civil service, to investigate how job security affects organizational productivity in Edo state civil service. The study adopted survey research design. The population of study of this research is made up of the population of study of this research is made up of both senior and junior staff of three ministries (Information and Orientation, Commerce and Industries and education) of Edo state civil service with a population of 6,241. The instrument used for the collection of data was the questionnaire which was administered to the study sampled respondents. Out of the 600 questionnaires distributed, 587 copies were retrieved. The data collected was analyzed using simple percentage and chi square analytical method to test the hypotheses generated for the study. The study discovered amongst others that, work flexibility has an impact on organizational productivity in Edo state civil service. Also, Safe work environment affects organizational productivity in Edo state civil service. Furthermore, policy recommendations were adopted which include amongst others that, more work flexibility should be encouraged in Edo state civil service. Also, healthy employer employee relationship should be cultivated in Edo state civil service.

The health of any federal state is a product of the relationship between or among the various component governments. Consequently, Inter Governmental Relations (IGR) has become a critical issue in federal studies. IGR is an important body of activities or interactions occurring between governmental units of all types and levels within the federal system in Nigeria. The assertiveness and boundary consciousness of the units are giving way to an operational concert of the integration of resources and the joint use of power to solve socio-political and economic problems mutually. For instance, the growing complexity of problems or more appropriately, the necessities of society created a sense of national purpose and growth of national programming characterized by the intellectual homogenization of the public sector. This development gradually transformed democratic administration into bureaucratic administration in which the centre looms large and therefore, changed the original federal form in which “the legal and political competence of each unit of government is limited in relation to the legal and political competence of other units of government.

TREASURY SINGLE ACCOUNT AND THE MANAGEMENT OF FINANCES IN THE UNIVERSITY OF BENIN, BENIN CITY

The Treasury Single Account (TSA) policy was introduced by the Nigerian government to promote transparency, accountability, and efficient financial management in public institutions, including universities. This study examines the impact of TSA on the management of finances in the University of Benin, Benin City. It explores the effects of TSA on revenue generation, budgetary implementation, expenditure control, and overall financial efficiency within the university system. Using qualitative and quantitative research methods, the study collects data from university staff, financial administrators, and relevant stakeholders. Findings indicate that while TSA has improved financial discipline, reduced leakages, and enhanced accountability, it has also posed challenges such as delays in fund disbursement and reduced financial autonomy. The study concludes that effective implementation of TSA requires strategic measures to address operational bottlenecks while ensuring sustainable financial management in higher education institutions. Recommendations include enhanced technological integration, capacity building, and policy a justments to optimize TSA’s benefits in the university system.

This study examined the impact of motivation on employees’ productivity: first bank of Nigeria Plc, Benin Ikpoba Hill branch as a case study. The was a surbey research designed to source data from staffs of Benin Ikpoba Hill branch, using percentage and ordinary regression to analyse the hypotheses of the study. The result of the findings revealed that there is positive significant relationship between work environment motivation of the employees and organization productivity. There is negative significant relationship between the recognition of the employees and empowerment motivation and organization productivity. There is negative no significant relationship between the outcome of employees’ wages and benefits and organization productivity. The study recommends that more research need to done to find out ways to involve the part time employees. Organizations must understand the importance of employee involvement in decision making order to provide great customer services to get competitive age in the market. There is need of employee involvement programme to involve the employees in the decision making process of the organization. Organization must conduct regular survey to find out the employees views regarding different matters of the unit. There must be increase in the financial benefit to motivate the employee to take in the involvement process. The management needs to take necessary steps to motivate the employees to take part in the process. There is a certain ignorance regarding the real benefit of involvement among employees, the management must convince the employee and aware them about the benefits.

The need to fight against corruption in Nigeria led to the promulgation or establishment of Corrupt Practices and other Related Offences Act, 2000. The Act wasthe first bill presented by President Olusegun Obasanjo to the National Assembly for consideration at the inception of the present democratic administration in 1999. It was passed and signed into law on the 13th of June, 2000. The Act establishes the Independent Corrupt Practices and Other Related Offences Commission (ICPC), which is the apex body saddled with the responsibility of fighting corruption and other related offences. In spite of the existence of the Anti-Graft Act, corruption in all spheres of our national existence is still on the increase. This inglorious monster of all embarrassment, which has eaten deep into the fabrics of our society, keeps exposing us to international odium and opprobrium. The established ICPC so far still has a lot to do in the aspect of corruption by the investigations carried out. The commission ahs come to be accepted by the populace and expectations on its activities are high. The commission is guided by the vision of fighting corruption to a 9 standstill and restoring Nigeria to the enviable standard of respectability and dignity within the Comity of Nations. The objective of this study therefore, is to look at the role of ICPC and to see how far this role has been performed. The views of scholars on this subject is reviewed in chapter two, wealsolook at the causes and effects of corruption in the same chapter. Chapter three looked at the stage of data presentation, interpretation and analysis, chi-square (X2) was employed for its effectiveness and near accuracy in social science research. This also followed the research design. It is, however, the findings of this work that corruption in Nigeria may have been encouraged by the level of poor education, poor salary among others that exist in the country. This project may now serve as a reference term to others who maybe doing similar corruption in Nigeria. The researcher recommends that: Workers should be well paid. , A worker’s pay should always reflect the socio-economic situation in the country and Education should be given priority in the government budget. If possible, free education to all levels should be introduced and enforced.
