Abstract
International law plays a crucial role in governing relations between states, addressing issues such as human rights, conflict resolution, trade, and environmental protection. However, its efficacy remains a subject of contention due to significant challenges in implementation and institutional limitations. While international law is designed to promote global order and cooperation, its enforcement is often inconsistent, primarily due to the principle of state sovereignty, which allows nations to selectively comply with legal obligations. This lack of a centralized enforcement mechanism weakens the
authority of international legal norms and limits their effectiveness in resolving global disputes. One of the key challenges of implementation lies in the voluntary nature of compliance. Unlike domestic legal systems, international law lacks a supranational authority capable of enforcing rulings and ensuring uniform adherence. Powerful states often disregard international legal decisions, while weaker states are pressured into compliance, leading to a disparity in enforcement. Additionally, international institutions such as the United Nations, the International Criminal Court, and the International Court of Justice face political interference, funding constraints, and bureaucratic inefficiencies that hinder their ability to uphold international legal standards effectively. Furthermore, the ambiguity and inconsistencies in international legal provisions create challenges in interpretation and application. Conflicts between national legal systems and international obligations further complicate enforcement, as states prioritize domestic laws over international commitments. Moreover, international law has been slow to adapt to emerging global challenges, such as cyber warfare, artificial intelligence, and transnational terrorism, limiting its ability to address contemporary issues effectively. This study critically examines these flaws, focusing on mainstream international law rather than specialized areas. It provides a broad overview of the systemic weaknesses affecting the implementation and enforcement of international legal norms. By highlighting these challenges, the study contributes to ongoing discussions on legal reform, institutional restructuring, and the need for stronger mechanisms to enhance the effectiveness of international law in the modern world.

Abstract
The Implementation of electronic health records (EHRs) has gained significance in improving healthcare delivery globally. This study aims to conduct a comparative study on the implementation of EHRs in the private and public sectors for health care delivery in Edo state, Nigeria. The general objective of this study was to assess the role and implementation of electronic health record to selected private and public sector for healthcare delivery in Edo state. The research was to explore the current state of EHR implementation in both sectors, identify the barriers and challenges faced during implementation, and analyze the impact of EHRs on healthcare quality and efficiency in Edo state. A mixed-methods research approach was employed, incorporating quantitative data collection through surveys and qualitative data collection through interviews and focus. The findings of this study will provide valuable insights into the strengths and weaknesses of EHR implementation in the private and public sectors in Edo state and will inform policymakers and healthcare professionals on best practices and strategies to maximize the benefits of EHR adoption for improved healthcare delivery in Edo state, Nigeria. Specifically, it recommended that the selected health institutions both public and private should ensure the availability of finances, adequate staff training in the technical know-how of the technological advancement, also be technical infrastructures and manpower like electronic record managers, ICT support staff and computer medical devices. This research will contribute to the existing literature on EHR in the context private and public health care delivery in Edo state and Nigeria, where few research has been conducted on this topic.

Abstract
The research project an assessment of the level of political interference in the implementation of public procurement in public institutions. The objective of this study aimed at assessing the level of political interference in the implementation of Public Procurement process, identifying other factors affecting public procurement implementation in public institutions and suggesting some possible remedies to preventing political interference in public procurement implementation in public institutions. For this study, the survey research design was adopted. The choice of the design was informed by the objectives of the study as outlined in chapter one. This research design provides a quickly efficient and accurate means of assessing information about a population of interest. The population for this study were workers in Civil Service Commission in Edo state, Nigeria. A total of 134 respondents were selected from the population figure out of which the sample size was determined. Public procurement activities suffer from neglect, lack of direction, poor co-ordination, lack of open competition and transparency, differing levels of corruption and most importantly not having a cadre of trained and qualified procurement specialists, who are competent to conduct and manage such procurements, in a professional, timely and cost-effective manner. Inflexible and bureaucratic systems of procurement contribute to unacceptable contract delays, increased costs, the potential for manipulation of contract awards and lack of fair competition, all of which create the perception in the population at large, that public expenditure is slow, ineffective, expensive and often corrupt

This project centers on crafting a Parent-Teacher Communication Portal, acknowledging parents' pivotal role in supporting students' success. The focus is on developing an easy-to-use platform fostering real-time collaboration between parents and teachers for monitoring children's daily school performance. The study scrutinizes the current system, leading to the design of a new system poised to reduce parents' time accessing their children's reports significantly. This innovative system cultivates a community-like space where teachers and parents can engage in conversations based on students' school activities. The methodology adopted for this project is the Agile SDLC Methodology, employing HTML, CSS, and JavaScript for the frontend development and PHP for the backend development, with Xampp web server and MySQL database server for implementation. The goal is to create an efficient, user-friendly, and interactive tool that strengthens the vital connection between parents and teachers in supporting students' educational journeys.

IMPLEMENTATION OF LARGE LANGUAGE MODELS FOR SOFTWARE ENGINEERING SURVERY AND OPEN PROBLEMS

This study explores the implementation of Large Language Models (LLMs) for analyzing open-ended survey responses in software engineering. Traditional surveys often focus on structured, multiple-choice questions, which provide quantitative insights but overlook the depth of qualitative developer feedback. To address this limitation, the project designed and implemented an LLM-powered system capable of summarizing responses, detecting sentiments, identifying recurring themes, and revealing open research problems from unstructured text. The system architecture was built using a three-tier design comprising a frontend interface, backend server, and LLM integration layer. A pre-trained model such as GPT was connected via API to process textual data. The study followed a design and implementation-oriented methodology, including data collection from developer surveys, system development, testing, and evaluation. Performance was assessed using both quantitative and qualitative metrics such as accuracy, coherence, and user feedback. Evaluation results demonstrated that the system effectively automated key qualitative analysis tasks with high accuracy and interpretability. However, challenges such as occasional hallucinations, dependency on third-party APIs, and limited dataset scope were noted. Overall, the findings confirm that LLMs can significantly enhance qualitative research in software engineering by providing faster, more consistent, and context-aware insights. The study concludes that integrating LLMs with human oversight presents a promising approach for future software engineering research anddecision-making

Thorough intensive effort have been made to design powerful and outstanding e-learning platforms or environment but little or no attention have been paid to creating also environment that will provide assessment to test the knowledge and skills which learners may acquire form
these platforms. Competency based testing can be applied to various instance including real life or e-learning programmes with a focus of skill based learning outcomes. This study however is concerned with creating a competency-based e-learning platform for the regular desktop that teaches web development to students or interested learners. Web development here is a larger learning goal and is however divided or broken down into smaller component courses called competencies. Students or users of the platform must however go through each phase and must be classified Advanced, Competent or Master in order to advance to a next level as advancement to a next level component or competency would depend on the students tested competency level.
