LOCAL-STATE GOVERNMENT RELATIONS AND ISSUES OF LOCAL GOVERNMENT AUTONOMY IN NIGERIA: A CASE STUDY OF EDO STATE

Abstract
This study examines local-state government relations and issues of local government autonomy in Nigeria using Edo State 2010 – 2018. The study adopted the survey design on the foundation to which data were sourced from a sample of 120 respondents. The study adopted the chi-square to aanalyse the research hypotheses. The result shows that there is no significant relationship between local government and state government in Edo State. Secondly, the findings show that there is significant relationship between State Joint Local Government Account and the financial autonomy of Local Government Councils. The study further shows that there is a slight significant relationship between the administrative structures of Local Government Councils and control and manipulations of the State Government. The study recommends that in order to ensure smooth and cordial relationship between the State and the Local Government in the areas of fiscal relations, there is need for either restructuring or total abolition of the State Joint Local Government Account in the South Western Nigeria States. This is to ensure the efficiency and effectiveness and accountability of the Local Government in rural development. In the case of restructuring, the federal Government should re-examine the section that provide for the creation of the State Joint Local Government Account in order to ensure proper monitoring and punishment from the organ that violate the laid down procedure. This could be achieved by the introduction of machinery assessment and supervision of policies and projects that the allocations send to the State Joint Local Government Account is used for. This will largely reduce the extent at which the state Government tamper with the Local Government in the areas of rural development and to a large extent increase the level of autonomy of Local Government of the region. On the other hand, the State Joint Local Government Account could be abolished to ensure that there is no intermediary between the Local Government and The Federal Government in the distribution of allocation. This will enable the Local Government to be responsible and accountable for all her actions and inaction. This will eradicate unjustifiable coordination of the State Joint Local Government Account by the State Government. Hence, if any of these recommendations is being tested, it will go a long way in reducing the over-dependency of the Local Government on the State Government. This will end up strengthening the Local Government in their autonomy, rural development and accountability, and the efficiency and effectiveness in the policy formulation and implementation.

The study was designed to examine the role of Local Government in Rural Infrastructural Development: A Study of Egor Local Government Area of Edo State. The objectives of the study include the following: to examine the roles of Egor Local Government Area in road infrastructural development, to investigate the impact of skilled workers in road infrastructural development in Egor Local Government Area, to ascertain if the issue of funding affects road infrastructural development in Egor Local Government Area, and to proffer necessary recommendations to the issues of infrastructural development in Egor Local Government Area. The study adopted survey research design. The Population of this study is drawn from all the communities that make-up the Egor local government. These communities includes the following among many; Agidigbi Camp, Egor, Oghedaivbiobaa, Oghokhugbo, Ugbighoko, Urunmwon, and Uwelu. The total number of population of these communities as reviewed by the 2006 census figure is 339,899 (National Population Census, 2023). In getting the sample size for the study the Taro Yamane sampling size technique was adopted. Furthermore, the simple random sampling techniques was used in selecting the respondent in the local government especially those that have direct bearing with the impact of road construction to community development within the context of Egor Local Government Area, Edo State. The instrument used for the collection of data was the questionnaire which was administered to the study sampled respondents. The study discovered amongst others that Egor Local Government Council do contribute to some extent to road infrastructural development of its rural areas. Furthermore, policy recommendations were adopted which include amongst others that there is need for the council to procure tractors and other machineries that will help in the maintenance of road in Egor Local Government Area.

This study aims to assess the prevalence and correlates of substance abuse among youths in Benin City Edo State Nigeria. A qualitative approach was applied in the thesis and content analysis was undertaken. five objectives were raised for the study. The population of the study comprised of youths residing in Oredo local government area. The data generated from the survey were analyzed by means of tables and percentages. The result of the analysis was tested at 0.05 (5%) level of significance. The findings of the study show that drug abuse negatively influences youth behaviour. The study recommend that parents should make deliberate effort to instill high moral standard and ensure they monitor the kind of friends their children hang out with in the community, as doing so will help reduce drug abuse behaviour among.

Domestic violence has become one of the most persistent social problems affecting homes and families in Nigeria and across the world. It occurs when one partner in an intimate relationship uses power, control, or force to dominate the other through physical, emotional, sexual, psychological, or economic abuse. This study examined domestic violence within married couples, using Egor Local Government Area of Edo State, Nigeria as a case study. The main
objectives of the study were to find out whether domestic violence is common among married couples, identify its causes, examine its effects, and determine possible solutions to reduce it within the study area. The research adopted a survey research design using structured
questionnaires as the main instrument for data collection. A total of one hundred (100) questionnaires were distributed, out of which ninety-nine (99) were retrieved and analyzed using simple percentages and frequency tables. The findings revealed that domestic violence is indeed common among married couples in Egor L.G.A. Major causes identified include poverty, poor communication, infidelity, drug and alcohol abuse, and cultural beliefs that promote male dominance. The most common forms of violence reported were physical abuse, emotional or verbal abuse, and financial abuse. The effects of domestic violence were found to include emotional trauma, depression, marital instability, loss of trust, and fear and insecurity, which greatly affect not only the victims but also their children and the community at large. The study concludes that domestic violence remains a serious social and public health concern that threatens the peace and stability of families. It recommends that government and non-governmental organizations should work together to promote public awareness, counseling services, economic empowerment programs, and stricter legal actions against offenders. It also suggests that premarital and marital counseling, as well as educational campaigns, should be encouraged to promote understanding and communication between couples and reduce domestic violence in homes

The specific objectives were to examine if social workers conducteducational programs that inform communities about HIV transmission, prevention methods, andavailable treatment options, evaluate if social workers offer counseling to individuals livingwithHIV/AIDS and their families, find out if social workers engage community membersindiscussions about HIV/AIDS, find out if social workers assist clients in accessinghealthcareservices, find out if social workers implement targeted prevention programs aimedat high-riskgroups. The sample size of this study is 180 respondent which will be selected randomlyamongUBTH employe and patience. Frequency and percentage and table was used to calculateandpresent the data. The finding showed that social worker has a signfiacnt impact incurbingthespread of HIV in University of Benin. It was discovered that social workers conduct educationalprograms that inform communities about HIV transmission, prevention methods, andavailabletreatment options in the university of Benin, and this educational programme has helptoincreasethe level of awareness of the HIV prevention. Social workers had help to curb theissueofHIV/AID BY offering counseling to individuals living with HIV/AIDS and their familiesintheuniversity of Benin. In the university of Benin, social workers engaged members indiscussionsabout HIV/AIDS in the university of Benin which has been a means of creating more awarenessand has help to reduced the spread of this virus in the environment. The study revealedthat socialworkers in the university of Benin assist clients in accessing healthcare services in the universityof Benin. And also social workers implement targeted prevention programs aimedat high-riskgroups in the university of Benin. The study recommend that Nigeria government shouldputmore effort by organizing a educating program which will help to create more awarenessintherural and some part of urban area

This study is intended to assess the impacts of employees ethical conducts to
organization performance. For quite some time now, public organizations have been viewed as a liability to the tax payers rather than an asset. This is because of low productivity, erosion of work ethics, indiscipline, blatant violation of rules, regulations and procedures, weak control and corruption have been observed as common features in their services rendering activities.. This unstable performance of public organizations in Nigeria and the increased reports on unethical conducts by respective employees create a question as to whether the two have any related impact on each other. Researcher collected data by using a questionnaire as well as
the survey, also employed semi-structured Interviews, and analysis which were
flexible as well as sensitive to the social context. Data were quantitatively analyzed using tables and percentages. The study revealed that there was a significant relationship between employees’ ethical conducts and organization performance. The relationship was significant in unethical conducts which results into poor performance of the organization. The research concludes that, organization performance is interplay of variables and that employee’s ethical conduct plays a role in organization performance but is not the major role. On the basis of the findings, it is argued that organizational performance is a function of variables and not only employee’s ethical conducts.

PUBLIC DEBT AND INVESTMENT IN NIGERIA

This study examines the effect of public debt on investment in Nigeria from 1981 to 2023. The study focuses on how domestic and external borrowings influence gross fixed capital formation, which represents investment performance. Annual data were sourced from the Central Bank of Nigeria, Debt Management Office, World Bank, and National Bureau of Statistics. The Autoregressive Distributed Lag (ARDL) and Error Correction Model (ECM) techniques were applied to capture both short-run and long-run relationships among the variables, supported by standard diagnostic tests for reliability and consistency.
The findings reveal that both domestic and external debts exert a negative and significant impact on investment in Nigeria. Inflation, interest rate, and exchange rate volatility were also found to weaken investment performance. The results suggest that rising public debt has not been effectively used to stimulate productive investment, as debt servicing continues to consume a large portion of government revenue. The study recommends prudent borrowing, improved debt management, and channelling of borrowed funds into productive sectors to enhance sustainable investment growth in Nigeria.

This study examines the impact of teenage pregnancy on adolescent in Egor Local Government Area of Edo State. The survey research design was adopted for this study, the population of study consists of teenagers from 13-19 years. The simple random sampling technique was adopted for this study. Primary and secondary sources were the main method of data collection. Data were analyzed using SPSS and descriptive statistics. The findings showed that lack of parental care and guidance lead to teenage pregnancy. The study recommended that parents should teach their children sex education as early as possible to prevent unwanted pregnancy.
