Abstract
This study investigate the ef ect of intra-government relations on local government administration in Nigeria, with Oredo and Ovia North East Local Government Area as casestudy. The investigation was informed by the fact that the management of intergovernmental relations, especially state-local government relations, is among the most contested issuesinthe 1999 Constitution. The contention is made more complex by the letters of the Constitutionwhich makes the institution of local government, especially its establishments, structure, composition, finance and functions, a residual matter for state government. ApplyingtheSystems Theory, the study explored the relationship between the state and local government councils, and how this af ected the survival, independence, functions and conditionsof existence of both tiers in a federal structure that is sub-system dominant. The methodologyfor the study covers both the primary and secondary sources of data collection. The analysisof primary data, elicited through interviews, was mainly descriptive and qualitative. Content analysis was used in the interpretation of secondary data. On the basis of data presentedandanalyzed, the following findings were made; the constitutional and legal framework guidingstate-local government relations is not only skewed in favour of the state, it completelysubjugates the institution of local government to the state government. Secondly, stateinstitutions, agencies and commissions are used by the state government to exercise stringent control over local government functionaries. This study recommends, attitudinal changeinthe behaviour and conduct of those who operate the institutions of government at bothstateand local government levels. Both Federal and State governments have to include local government authorities in their programmes that af ect rural development. In order words, decisions should not be composed on local Government.

This study examined public sector transparency and accountability in the development process: A case study of Oredo Local Government Area In Edo State This study adopted the survey design which was used to source data from a sample of 400 respondents. The data was analysed using percentages and frequency table. The hypotheses were analysed using chi-square statistical instrument. The result revealed that there is significant relationship between public sector accountability and local development process in Edo State. There is significant relationship between public sector accountability and national developmental project plan in Edo State .There is significant relationship between challenges of public sector accountability and national development in Edo State.The recommended that the Edo state government should take an eficient and efectiveplanning control measures and prudent management of their resources and also to increase the salaries of all staf and members of the state government so as to motivate their ef orts towards the discharge of the duties assigned to them in other to achieve the stated objective(s) of the state government that geared toward national development. The state government authority should endeavor to look into its administrative activities regularly and then prosecute any of icer(s) found embezzling public funds and also make the head of the account of ice answerable for any such misappropriation

Abstract
Infrastructure in the Merriam Webster Dictionary is conceptualized as the resources (personnel, building and equipment) required for an activity. Majority of persons have
the view that infrastructure just pertains to the school building, the architectural monument or aesthetic beauties of the school building itself. But from the Dictionary definition, it is viewed that even human resources and school facilities (audio-visual aids, school computers, laboratory, library, etc.) are all school infrastructures. The local government is the closest tier of government to the people and one of man’s earliest political institutions. The earliest form of local government existed in the form of clan and village meetings. In fact, democracy itself originated and developed along the lines of local governance initiatives in Africa and particularly in Nigeria. Though there have been changes in name, structure and composition, the system has been in operation differently all over the country (Agagu, 2004). With the advent of independence in 1960, local government in Nigeria became a de facto agent of administrating communities infrastructure and programmes at the local level (Diejomaoh & Eboh, 2010). Local government provides an existing frame work not only for decision making with respect to community, but also for coordinating assistance from other tiers of government, especially the central government (state or federal) and even from other agencies. Local government and infrastructural development are two closely related concepts. They are both primarily concerned with the development of local area. However, over the years the two concepts have been institutionally separated. One of the aims of the 1976 Local Government reform sponsored by the federal Military Government was to integrate community development into local government. The status of community development in Nigeria presently and its relationship to national development remain a serious subject for debate. The local government as the third tier of government in the Nigeria federal scheme is crucial to national development. One major objective of the local government 9 is to mobilize human and material resources towards the infrastructural development of the rural communities. It plays various significant roles in rural development and the execution of national policies, plans and programmers at thelocal communities

EXAMINING THE CRISES BETWEEN STATE AND LOCAL GOVERNMENT ON AUTONOMY IN EDO STATE: POST SUPREME COURT JUDGEMENT AND ITS EFFECT ON SERVICE DELIVERY

Abstract
The study investigated the crises between state and local government on autonomy in Edo State: Post Supreme Court judgement and its effect on service delivery. To achieve the purpose of the study, four (4) research questions were raised and answered. The sample size for the study was made up of 100 respondents. The data collected was analyzed using frequency count and simple percentage. The study revealed that financial control, staff appointments, constitutional ambiguities, political rivalry, and delayed fund releases were the major sources of conflict undermining local government autonomy in Edo State. It was concluded that the autonomy crisis between state and local government significantly hindered education, healthcare, sanitation, and local projects. The study recommended among others that the Edo State Government should as a matter of utmost urgency ensure full compliance with the July 11, 2024 Supreme Court judgment by granting local governments the constitutional autonomy required to function effectively.

The study examined the impact of revenue generation on the development of local government Area; a case study of Uhunmonde Local government area.It sought to ascertain if there is a significant relationship between of revenue generation and the development of local government taking into consideration some dimensions of revenue generation.A convenience sampling method was adopted and a sample size of 180 was used and distributed.A total number of 158 questionnaires was retrieved and analysed for the study.Descriptive statistics and ANOVA were adopted for the study.The study revealed that there Local government tax collectors yield high revenue for your Local Government Area.It also revealed that the level of local government funding on community development projects is suf icient.It was concluded that service provisions by local government is the product of the ability to generate revenue.Therefore, based on this, the higher the revenue the higher the number/quantity of services provided and vice versa.The study recommended that.The present revenue sources should also be fully tapped to improve the revenue base of the local government. Here,it is strongly recommended that the local government should adequately be involved in commercial transportation. By this, it means that commercial vehicles(cars, buses and trailers)should be purchased and operated, not on a subsidised bases but purely on commercial bases

The study was designed to examine the challenges and prospects of fraud control in Egor Local Government Area of Edo State. Theobjectives of the study include the following; to find out the impact of fraud control measures, on the overall management of Egor Local Government, to find out the local government council employeesknowledge base on the concept of fraud in the public organisationsector. To find out ef ective fraud control measures influenceonprevention and detection of fraud, and to find out the problemof fraud and how to curb it. The study adopted survey researchdesign. The population of study of this research is made up of all staf s of Egor local government council which is 1,156. The sample sizeof this study is respondents selected randomly from the populationof the study. The instrument used for the collection of data was thequestionnaire which was administered to the study sampledrespondents. 150 questionnaires were distributed with a100%retrieval. The data collected was analyzed using simple percentage. The study revealed amongst others that Egor local government doesnot have modern technological devices to track the inflowandoutflow of revenue in the council. Furthermore, policyrecommendations were prof ered, one of which is that Egor local government should acquire and utilize modern technological devices for transactions. This can help to track all payments andtransactions made in the council.

It is the process by which leaders are chosen to superintend the affairs of a particular geographic location politically for a defined period of time. In Nigeria however. This all important democratic culture is being threatened by a persistent culture of violence and wide ranging irregularities orchestrated to mastermind a less than whole some. The Nigerian electoral system has been rigged in favour of the rich, the powerful, the ruling party and those with access to state resources. The culture of violence and irregularities is affecting public confidence in the system with many announcing publicly, their aversion to politics and anything that has to do with governance. The people's apathy to politics and anything that has to do with governance. The people's apathy to politics and governance is the reason there are too many mediocre in politics with the attendant lack of vision and productivity. This study took a holistic study of the menace of electoral violence and how it affect voter's turnout. Issues plaguing voter participation in the country were trashed out and examined. This research work sought to examine the nexus of urbanization, traffic congestion and transportation infrastructure development in Nigeria; a case study of selected cities in Edo State. The study made use of questionnaire to obtain data from respondent. Four objectives were raised for the study. The study found The country’s socio-economic ambitions are directly based on its transport infrastructure. However, the country’s current network transport infrastructure is in dismal state. Although the country has taken up ambitious plans to enhance its transport infrastructure by constructing new rail line and concession of the airports. It also found that critical factors that could contribute to the development of transport infrastructure in Nigeria, such as good planning, coordination between federal and state governments on transport policies, availability of technical expertise, assets management and eradication of corruption in awarding contracts and project execution. The study concluded that Traffic congestion has become a critical issue in many cities in Edo State, despite being sometimes touted as an inevitable symptom of strong economic growth. It is greatly affecting people’s quality of life. Therefore a suitable policies and frameworks are needed to improve transportation infrastructure in Nigeria.

NAIRA REDESIGN POLICY AND PUBLIC PERCEPTION OF GOVERNMENT IN ESAN CENTRAL LOCAL GOVERNMENT AREA

The study seeks to examine the naira redesign policy and public perception of government in Esan Central Local Government Area in 2023. The study objectives were to ascertain public perceptions towards the reasons for naira redesign in Esan Central Local Government Area, to investigate the impact of naira redesign in 2023 on the perception of the public in Esan Central Local Government Area and to examine the challenges faced by the public in Esan Central Local Government Area as a result of the naira redesign policy in 2023. The research design employed for this research is survey research method. This methodology enables the researcher to elicit responses from the respondents through the administration of questionnaires. Consequently, the data collected was collated and quantitatively analyzed. The population of this study comprises the total number of both adult male and female in Esan Central Local Government Area which is projected at 339,899 according to the National Population Commission (2023). Based on the Taro Yamane formula the sample size for the study is 399.5 which is approximated 400. The field survey employed the use of simple random sampling technique. The study observed amongst others that; there was large circulation of fake Naira note which led to the redesigning of Naira notes, the study also noticed that, money laundering was the major factor that led to the redesigning of Naira. Also, the study observed that, Jobs were lost during the period of change in the Naira note. Furthermore, the study recommended amongst others that Central Bank of Nigeria (CBN) should ensure an adequate supply of the redesigned currency to avoid shortages and facilitate a smooth transition.

Generally, Nigerian civil service has been politicized to the extent that most top of icials openly support the government of the day and this had grossly af ected various strategic intents of policy formulation and implementation in the service. The aim of this paper is to examine the impact of socio-political conflict on ef ectiveness of civil service in Edo State civil service. The study relies on secondary sources of data collection, such as public service reforms, textbooks, journal articles, newspapers and the internet based materials. Data analysis techniques are content, thematic, historical and secondary data analyses. The finding of the paper shows that the Edo State civil service has been politicized to the extent that most top of icials openly use the public bureaucracy to consolidate their position and reputation. The paper concludes that the influence of politics in the Edo State civil service cannot bring about any change or improve ef iciency, rather it will generate a conflicting and non-cooperativerelationship between the public bureaucrats and the political of iceholders. The paper recommends ‘blind to dif erences’ approach in theState civil service employment process, which hinges on merit in a competitive employment process
