MODELS FOR PREDICTING TIME AND COST OVERRUNS FOR HIGHWAY PROJECTS IN NIGERIA

Abstract
The Nigerian construction industry is expanding at a rapid rate both in terms of complexity and volume, with that comes a host of issues with project cost and time overruns being at the top. As a result of this, it has become important to conduct this study with the aim of developing cost and time models that can be used by stakeholders in the construction industry. The objectives of this study are to: determine the relationship between cost per kilometer and cost overrun in Nigeria, ascertain the relationship between cost per kilometer and time overrun in Nigeria, analyze the relationship between initial cost and cost overrun in Nigeria and determine the relationship between initial time and time overrun in Nigeria. Secondary data of a population size of 229 extracted from a document released by the Federal Ministry of Works and Housing in 2017 on the ongoing highway projects in Nigeria was the source of data for this study. Linear regression was the form of analysis performed in order to develop the models in this study. The models obtained in this study are as follows:

In conclusion, the relationship between the initial cost of highway projects and its corresponding cost overrun posted the highest R2 value of 30.2% with an adjusted R2 value of 29.1%. This study recommends that reliable cost and time models should more often than not be utilized in predicting the actual time and cost it would take to complete a highway project in Nigeria.

MANAGEMENT OF PUBLIC BUILDINGS: A CASE STUDY OF UNIVERSITY OF BENIN TEACHING HOSPITAL STAFF QUARTERS

This research seeks to appraise the management practice adopted in public buildings in Benin city using university of Benin teaching hospital(UBTH) as a case study. It examines the condition and state of the public building, investigate the maintenance strategies adopted in the management of the public building, evaluate the challenges associated with the maintenance of
the public building and assesses the user’s satisfaction on the maintenance of the property. In order to achieve these objectives the view and opinions of the estate officers at UBTH and the tenants of the staff quarters were obtained through the administration of questionnaires to them
and data was collected and analyzed with the aid of Statistical Package for Social Sciences(SPSS 10) and Microsoft Excel 2010. The result showed that on the condition and state of the building, the buildings are not habitable and the estate officers do not carry out regular inspections to ascertain the maintenance needs. In the aspect of the maintenance strategies adopted it was found that the corrective, routine, and planned maintenance are the core strategies employed by the management. The maintenance challenges were also discovered and ranked from top to bottom. In respect to the level of User’s satisfaction with the maintenance of the public building, there was clear indication of dissatisfaction by the occupants with the state and maintenance of the buildings. The study recommends a direct communication chain that would afford the occupants easy
access whenever the need arises. To ensure more efficient and effective results this research also recommends a review of the maintenance strategies in the hospital. In addition it further recommends a comprehensive maintenance action on the dilapidated facilities and structures of the staff quarters. Lastly and most importantly, this research recommends the enlightenment of
the users or tenants on the proper and sustainable use of the buildings.

KNOWLEDGE AND PRACTICES OF SAFE HANDLING AND ADMINISTRATION OF CHEMOTHERAPEUTIC DRUGS AMONGST TERTIARY HEALTH FACILITY BENIN CITY.

This aim of this study is to assess the knowledge and practices of safe handling and administration of chemotherapeutic drugs amongst tertiary health facility, Benin City. The study adopted a descriptive cross-sectional research design and simple random sampling method was used to select Two hundred and seventy-eight nurses in the University of Benin Teaching Hospital, Benin City. A well-structured questionnaire was used as instruments of data collection. The data was analysed using descriptive and inferential statistics. Simple frequency and percentage were used to describe the data, while chi-square was used to test
the hypotheses. The level of significance was set at p<0.05. The analysis was performed using the IBM Statistical Package for Social Sciences (SPSS) version 28.0 for windows. The result shows that majority of the respondents have fair level of knowledge of chemotherapeutic drugs and low level of practice of safe handling of chemotherapeutic drugs and that none of the sociodemographic characteristics was associated with level of knowledge of chemotherapeutic drugs. The study therefore recommends that there is the need for Institutions to implement and enforce standardized procedures for administering chemotherapy, ensuring the use of appropriate PPE and adherence to safety protocols.

The purpose of this study is to investigate the causes and effects of indiscipline among secondary school students in Egor Local Government Area Edo state. The incessant occurrence of chaotic and sometime criminal behaviour not only by the audit population but also the students of this country in recent times has since began to give cause for concern, particularly to parents, governments and school administrators. Questionnaires form 5 different public secondary school in Edo State consisting of 100 respondents selected randomly from Egor local government area using Simple Random Sampling Technique varying from students to teachers were analyzed. Among other things, it was found that peer groups to a large extent have influence on
their fellow students; also the parents of the students are not left out as they too in one way or the other contribute positively and negatively to the behaviour of a child.

The study investigated the influence of school structure and environment on students’ choice of Christian Religious Studies as a Subject of study in Oredo Local Government Area of Edo State. Four (4) research questions were raised to guide the study. The respondents comprised of students who were two hundred (200) altogether. Also, the descriptive survey research design was adopted for the study. In organizing and presenting collected data, tables and percentages were used. The study was motivated by the necessity to establish the influence of school structure and environment on students’ choice of CRS as a subject of study in Oredo Local Government Area of Edo State. To solve the research problem, various methodology was used such as population of the study and sample and sampling techniques. The research instrument used in collecting data were questionnaires. The questionnaires were divided into two sections, Section A and B. Section A was designed to obtain demographic information from the respondents, while Section B comprised of items on the topic under investigation. The instrument was reviewed

Established in 1945, it was aimed at maintaining international peace and security, displaying friendly relations among nations. The United Nations have several organs. One principle organ is the United Nations Security Council (UNSC) which this work focuses on. The United Nations Security Council is charged with the responsibility of maintaining international peace and security among nations. In order to ensure effective actions by the United Nations, its members confer on the Security Council the primary function of maintaining international peace. The UNSC has the power to make decisions
which member states must carry out under Article 25 of the UN Charter which reads that “the members of the United Nations agree to accept and carry out the decisions of the United Nations Security Council, in accordance with the present charter”.

THE CONSEQUENCE OF CONFIDENTIALITY IN MEDICAL PRACTICE

This study is a philosophical examination into the problems and challenges of the consequence of confidentiality medical practice. Historically, particularly, with the time of Hippocrates, medical practice began to be seen as an organized profession guided by some ethical rules and norms. Certain conditions were set and required to be met or sustained in the practice of medicine. One of such principles and rules was/is the importance of confidentiality of doctor-patient’s relationship. The principle of
confidentiality admonishes physicians to adhere and maintain the right of keeping patient’s health record(s) secret and that only the patient is expected or allowed to be disclosed with the true nature or status of his or her health situation. In other words, the principle of confidentiality in medical practice argues that doctors are obligated never to disclose the health status of his or her patient to a third party but must always respect the ethical law of confidentiality by ensuring that the health result or report of the patient is been disclose to another person neither to be made available to the general public or to the community. Ironically, keeping to the tenet of this principle or this ethical law appears to be elusive today as there evidences of the violations of this ethical law. There are debates today among ethicists as to whether should this ethical norm be continually
adhered to at all course and in all situations. Some medical practitioners have argued that such ethical norm be abolished; others continued to argue in support of keeping to this norm. In order to argue against or in defense of the practice of confidentiality in medical practice, different moral theories have been employed by different moral philosopher in defense for and against it. Such theories may include Deontologism, Consequentialism, Emotivism, Situationism, and many others. In this study however, the moral theory of situationism was adopted and the study posits that while the ethical norm of confidentiality is plausible, it is however, not without some challenges. Thus, the study concludes that in keeping to the consequence of confidentiality in medical practice, certain situations much be given considerations.

THE RED CROSS AND THE NIGERIA CIVIL WAR

The Nigerian civil war was a cataclysm that rocked the emergent Nigerian state from 1967 to 1970. The 30 months civil war was preceded by a configuration of pre-independence and post-independence crises. 1 The Origins of the civil war could be located in a complexity of factors ranging from the remote which includes the military coups d’état of January 15, and July 29, 1966. Other remote factors are the regional election crisis in Western Nigeria in 1965; the Tiv riots of 1964; the Federal Elections of 1964; the killings of the Igbos living in Northern Nigeria from May to September. The structural imbalance of the Nigerian federation; and, most importantly, the asymmetrical distribution of power among the various ethnic and geopolitical groups.

NATIONAL QUESTION OF STATE POLICE AS A PANACEA TO SECURITY IN EDO SOUTH SENATORIAL DISTRICT NIGERIA

This research study examined National Question of State Police as a Panacea to security in Edo South Senatorial District, Nigeria. The study aimed to determine the crime rates in Edo South Senatorial District, Edo State, find out the most common crime in Edo South Senatorial District, Edo State, ascertain the roles of State Police in crime control in Edo South Senatorial District, Edo State, and determine the perception of the Edo South residents towards State Police if established. Anchored on structuralfunctionalism theory as the theoretical framework of the study, the research descriptive survey design methods and questionnaires to obtain information and employ frequencies and percentages to analyze data. The research unveils that there is a high rate of crime in the senatorial district, kidnapping rank first among the common crime in the senatorial district, followed by cultism,theft/burglary, then rape, and fighting, Edo South senatorial district residents perceived that the if State Police get established, will be very good, worthwhile and commendable. It was suggested that the government should make a priority to meaningfully engage the youth in 7 the county thereby reducing the rate of unemployment, for an adage says "idle hands are the devil's workshop, the establishment of the State Police is strategic to the national security of the country because of its size and heterogeneous nature. The State Police if created will not only decongest the administrative stress at the federal level but will also have a closer chief of security of icer in the person of the governor monitoring to address security issues before they escalate, to this end if it gets initiated, it should be guided against abuse by State actors

PERCEPTION OF UNIBEN UNDERGRADUATE STUDENTS ON BROADCAST MEDIA REPORTAGE OF PRESIDENT BOLA AHMED TINUBU STUDENTS’ LOAN POLICY IN NIGERIA

This study examined the perception of select undergraduate students in Nigeria regarding the broadcast media reportage of President Bola Ahmed Tinubu‟s students‟ loan policy. The study adopted the use of survey research method and a total number of (397) three hundred and ninety-seven copies of questionnaire were distributed to Ambrose Alli University and
University of Benin and (376) copies were retrieved and they were all found useful and analyzed through SPSS. The major objective of the study examined the extent to which undergraduate students are exposed to the student loan policy of President Bola Ahmed Tinubu‟s student loan policy. The findings revealed that over 36% of the respondents have come across the student loan policy of President Bola Ahmed Tinubu. The researcher concluded that most respondents got information about the student loan policy on Channels Television. The research work also revealed that 39% of the respondents disagreed with the
statement that exposure to media report on the student loan policy did not influence their decision to participate in the loan scheme. Due to these findings, the researcher recommends that broadcast media should encourage full reportage of the student loan policy and ensure that there is a complete dissemination of information to the general public for better
understanding to prevail.
