ROLE OF ITV AND EBS IN PROMOTING CIVIC EDUCATION AND COMMUNITY DEVELOPMENT IN BENIN CITY

Abstract
The study examined the role of Independent Television (ITV) and Edo Broadcasting Service (EBS) in promoting civic education and community development among residents of Benin City. The objectives of the study, were to examine the extent to which Independent Television and Edo Broadcasting Service provide content that promotes civic education among residents of Benin City, assess the perception of Benin City residents regarding the effectiveness of ITV and EBS in enhancing their knowledge of civic duties, governance, and community development initiatives, compare the contributions of a private broadcast station and a state-owned station in promoting civic awareness and community engagement, and identify challenges faced by ITV and EBS in fulfilling their social responsibility mandate. The study was anchored on the Social Responsibility Theory, Agenda-Setting Theory, and Development Media Theory. The researcher adopted a survey research design, with data collected from 400 sampled residents of Benin City, drawn through stratified sampling across seven local government areas, using a structured questionnaire as the research instrument. Findings from the study revealed that ITV provides more consistent civic education content than EBS, with residents frequently encountering civic-related programmes on the station. Secondly, the study discovered that residents perceive ITV as more effective in improving their understanding of civic duties such as voting and civic participation, while EBS is perceived as more effective in improving knowledge of governance and public policies. Thirdly, the findings showed that ITV contributes more strongly to civic awareness and audience engagement, while EBS provides more detailed coverage of community development programmes, indicating that both stations possess distinct but complementary strengths. The study also found that inadequate funding and political influence remain major challenges limiting both stations’ ability to fulfil their social responsibility mandate, among others. Based on the findings, it is concluded that television broadcasting remains an important tool for civic education and community development in Benin City, and that sustained investment, editorial independence, and improved programming are needed for ITV and EBS to maximise their contributions. This study recommended that, both stations should increase the frequency and consistency of civic education programmes and combine them with interactive communication strategies such as phone-in sessions and public forums. ITV should improve its coverage of governance-related issues while EBS improves its programme appeal, and both stations should strengthen credibility and public trust through balanced, independent reporting that keeps civic content focused on public interest rather than political interests.

EXPLORING THE IMPACT OF ADULT EDUCATION IN PROMOTING COMMUNITY DEVELOPMENT: CASE STUDY OF UNIVERSITY OF BENIN HOST COMMUNITY

Abstract
This study investigated the transformative role of adult education in promoting community development, specifically focusing on the host community of the University of Benin, Nigeria. Recognizing adult education as a crucial component of lifelong learning and a strategic driver for national transformation, the research aimed to determine how existing programs address pervasive challenges such as low literacy rates, high unemployment, skill deficits, and social exclusion in the community. The core purpose was to identify the types of adult education programs available, evaluate participants' perceptions of their impact on personal and collective development, assess their effectiveness in meeting economic, social, and political needs, and explore the challenges hindering successful implementation. Ultimately, the study sought to provide evidence- based recommendations to strengthen adult learning initiatives and foster sustainable development at the grassroots level. The study adopted a descriptive survey research design to gather facts and opinions from the population for generalization. The study area was delimited to selected neighborhoods surrounding the University of Benin, including Ugbowo, Ekosodin, Osasogie, and BDPA. Data was collected from one hundred and twenty (120) adults selected from ten communities in Egor Local Government Area of Edo State using a questionnaire as the primary research instrument. The collected data was analyzed using descriptive statistics, including frequency, simple percentage, and mean scores, with a criterion mean score of 2.50 used as the selection benchmark. The findings indicated that the available adult education programs in the area include women education, population education, literacy, workers education, and vocational education, and that the community holds a positive attitude toward these programs. Crucially, the study concluded that adult education has significantly helped in community development by providing economic skills, improving participants' standard of living, enhancing reading abilities, and fostering cordial community relationships, with the extent of acquired skills contributing highly to poverty alleviation. The successful implementation of these programs, however, is often challenged by financial constraints, inadequate government support, and limited facilities. Therefore, recommendations often revolve around the need for increased government funding, better institutional collaboration (especially with the University of Benin), and addressing logistical barriers to ensure the programs are sustainable and relevant to evolving labor market needs.

ASSESSMENT OF WOMEN’S ROLE IN COMMUNITY DEVELOPMENT IN BENIN CITY. A STUDY OF EGOR LOCAL GOVERNMENT AREA EDO STATE

Abstract
This work studied women participation in community development with special emphasis on Egor Local Government Area, Edo State. The exercise was carried out due to the observed lag in women participation in community development all over the country. The work had four key objectives which it sought to realize. These include: to ascertain the barriers to women participation in agriculture within the local government, to ascertain the impact of low level of education on women participation in community development, to determine how to enhance women participation in the politics of Egor Local Government Area and finally to identify ways of empowering the women for optimal participation in the overall development of the communities. The researcher made use of both primary and secondary sources of data to generate data used for the study. These data were presented in tables and analysed using simple percentage. The researcher found out the various barriers to women participation in community development to include cultural practices, low level of women education, poverty among the rural women and violent that characterize the country’s politics. It is therefore recommended that cultural practices that deny women free access to community development should be abrogated; Government should provide modern farm implements to the rural women farmers and also educate them on how to use these implements to enhance productivity; girl child education should be made free and also compulsory at least at secondary school levels.
