Abstract
Every nation of the world is concerned so much with how the society could finda betterway of living that will bring about progress in the society. One remarkable instrument that isanticipated to bring about this desired change is education. Hence, the education systemacountry adopt is very important to the achievement of such progress. No wonder it is oftensaid“no nation can develop above the quality of her education”. Globally, nations of the worldhavecome together to pursue a similar course in adopting education system that will satisfy the needsand aspirations of the people, and also address the peculiarities of their societies. Nigeria is not left out in her quest to use education as a tool for national development. Since the advent ofwestern education in Nigeria, a lot of revolutionary measures, actions, and policies havebeenintroduced by different government, to ensure that quality education is provided. Overtime, Nigeria has consistently maintained different systems of educational programmes, exampleofsuch programme is the Universal Primary Education (UPE). However, the failure of most of theeducational programmes in Nigeria to achieve the desired result and the need to give equal educational opportunities to all citizens could have led to the introduction of Universal BasicEducation (UBE).
