Abstract
This research work explore challenges faced in adopting the use of e-learning and mlearning during the covid-19 outbreak by conducting investigative study among undergraduates and lecturers in tertiary institutions. The research talked on the use and
important of e-learning and m-learning to the advancement of learning. This work used descriptive survey research design to obtain data from the sampled population that comprises undergraduate and lecturers from fourteen faculties in University
of Benin, the sample populations was 200 of which hundred and fifty where undergraduates and fifty was lecturers form five(5) faculties of university of Benin. The data from the finding showed that e-learning and m-learning facilities and resources
where not full available for use by students and lecturers, such as computer labs, internet facilities and use online classes. Based on the results, it was recommended that government should be proactive providing E-learning facilities and resources for tertiary institutions, for e-learning to be effective, appropriate measure should be given to maintenances, provision of stable internet provider to support easy and fast learning and teaching and Electricity is one of the driven force and backbone of computer and computer tools, so Government should finance and connect tertiary institutions particularly to a stable electric grid, basic
knowledge on how to operate computer and computer related tools should be given to both the students and teachers, and finally, Government should provide educational packages for data usage for educational purpose and software’s be built for subject specifications.
